GOV. SCHWARZENEGGER SIGNS THREE C.A.R.-SPONSORED BILLS
Governor Arnold Schwarzenegger has signed three pieces
of legislation sponsored by C.A.R.: AB 578 (Leno), "Electronic
Recording Authorization"; AB 2007 (Correa), "Real Estate Sales
Licenses"; and AB 2718 (Laird), "Common Interest Developments."
AB 578 allows and encourages county recorders to engage in
electronic recording when transferring ownership in real property.
AB 2007 authorizes any person applying for the broker or salesperson
examination to also apply for their license to practice real
estate sales simultaneously, but would prohibit any license
from being issued prior to the applicant passing the examination.
The legislation also allows the DRE reserves to grow, permitting
more flexibility in terms of spending and allowing the DRE
to upgrade its technology and online capabilities. AB 2718
makes several improvements to the way homeowners associations
inform their members of required financial information. The
bill will alert homeowners about possible assessment increases
and revise the requirements for associations to notify their
members about their reserve funds intended to cover future
repairs or replacements of major components.
CALIFORNIA REALTOR® EXPO 2004, TECH TUESDAY NEXT WEEK
IN SANTA CLARA California REALTOR® EXPO 2004 will
be held at the Santa Clara Convention Center Oct. 6 - 7 and
will be preceded by Tech Tuesday on Oct. 5. New this year
is a special Tech Tuesday luncheon featuring tech futurist
Guy Kawasaki. Other special ticketed events include violinist
North Wood during an Oct. 7 luncheon and the popular EXPO
gala scheduled for the evening of Oct. 6. Although admission
to the EXPO is free to all C.A.R. members, members who have
not pre-registered must register on-site in Santa Clara. Updated

CONSUMER CONFIDENCE FALLS FOR SECOND CONSECUTIVE MONTH
The Conference Board's Consumer Confidence Index declined
again in September, the second consecutive monthly dip, and
now stands at 96.8 (1985=100), down from 98.7 in August. The
Present Situation Index fell to 95.5 from 100.7 in August.
Consumers' assessment of overall present-day conditions was
mixed, with those saying business conditions are "good" rising
to 23.6 percent in September from 23.0 percent the previous
month. Those claiming conditions are "bad" remained flat at
20.3 percent, compared with 20.2 percent last month. The job
situation was less favorable than in August, with consumers
saying jobs are "plentiful" declining to 16.8 percent in September
from 18.4 percent the previous month. Those claiming jobs
are "hard to get" rose to 28.3 percent from 26.0 percent in
August.
